Canada Introduces New Permanent Residence Pathway for Construction Workers

Canada has announced a significant policy shift to support its construction industry, addressing ongoing labor shortages and housing demands. These changes introduce a new pathway to permanent residence for undocumented construction workers and allow qualified foreign workers to study in apprenticeship programs without needing a study permit.
Key Changes in the New Policy
The federal government has implemented two major changes to immigration policies for construction workers:
- Up to 6,000 undocumented construction workers currently in Canada will have access to a dedicated immigration pathway.
- Eligible temporary foreign workers can now enroll in apprenticeship programs without requiring a study permit, removing a previous barrier to skill development.
These updates were announced by Immigration Minister Marc Miller in Woodbridge, Ontario, on March 7, 2025. The government aims to streamline the process for skilled tradespeople to obtain permanent residency while ensuring Canada has the workforce necessary to meet its ambitious housing goals.
What This Means for Foreign Construction Workers
Under the new policy, skilled construction workers already in Canada without status will have a chance to regularize their status and secure permanent residency. However, details on eligibility requirements and the official launch date of this pathway are yet to be released.
Additionally, the removal of the study permit requirement for apprenticeships means that foreign workers who meet the qualifications can enhance their skills and certifications without bureaucratic delays. This will improve their job prospects and contribute to Canada’s workforce more efficiently.
Why Canada Needs More Construction Workers
Canada has been struggling with a severe labor shortage in the construction industry, exacerbating the country's housing crisis. The Canada Mortgage and Housing Corporation estimates that an additional six million homes must be built by 2030 to restore housing affordability. However, a shortage of skilled labor has slowed down construction efforts.
Minister Miller emphasized that Canada has been unable to train enough skilled tradespeople domestically, necessitating a greater reliance on immigration. Currently, immigrants make up approximately 23% of all general contractors and residential builders in Canada’s construction sector.
Expansion of Trades Occupations in Express Entry
On February 27, 2025, the Immigration, Refugees and Citizenship Canada (IRCC) department introduced changes to the Express Entry system to prioritize skilled tradespeople. Nineteen new occupations were added to the trades category, including:
- Construction managers
- Bricklayers
- Roofers and shinglers
- Floor covering installers
- Painters and decorators (except interior decorators)
These updates increase opportunities for skilled workers to receive permanent residency through Express Entry, further supporting the construction sector.
Past Efforts to Support Out-of-Status Construction Workers
This new pathway builds on previous government initiatives. In 2020, IRCC introduced a temporary policy allowing undocumented construction workers in the Greater Toronto Area (GTA) to apply for permanent residency. This program was extended multiple times before expiring on December 31, 2024, with over 1,365 workers and their dependents successfully obtaining permanent residency.
Canada’s Immigration Levels Plan 2025-2027
Canada’s housing crisis has significantly influenced immigration policies. The 2025-2027 Immigration Levels Plan includes adjustments aimed at balancing economic growth with housing availability. As part of this plan, Canada has reduced temporary resident admissions to free up housing units while prioritizing applicants with Canadian work experience through the "In-Canada Focus" category.
